Low-Income Country Waivers
Authors from World Bank low-income countries qualify for automatic full waivers. Authors from lower-middle-income countries may receive partial waivers upon request. Eligibility is determined by corresponding author institutional affiliation at time of submission.
Financial Hardship Waivers
Authors from institutions without dedicated publication funds may request waivers based on financial need. Requests are evaluated confidentially and do not influence editorial decisions. Waiver approval rates exceed 90% for legitimate hardship cases.
Invited Contribution Waivers
Invited reviews, editorials, and commissioned content receive automatic full waivers. Guest editors publishing in their own special issues also receive waived APCs recognizing their volunteer editorial contributions to the journal.
Editor and Reviewer Discounts
Editorial board members receive 30% APC discount on personal submissions. Active peer reviewers completing reviews in the past 12 months receive 15% discount recognizing their contributions to maintaining publication quality.
Following manuscript acceptance, corresponding authors receive invoice with payment instructions. Payment is due within 30 days of acceptance. We accept payment via credit card, bank transfer, or institutional purchase order. Contact the editorial office if your institution requires specific invoicing arrangements or extended payment terms.
Authors should arrange payment before manuscript enters production to avoid publication delays. However, we work flexibly with authors facing institutional payment processing timelines. Manuscripts proceed to production upon receipt of confirmed payment or approved waiver.

APCs are quoted in US dollars. Authors may pay in local currency equivalent at prevailing exchange rates. Invoices can be issued in alternate currencies upon request for institutional processing requirements. VAT or similar taxes may apply depending on author location and institutional tax status. Tax-exempt institutions should provide relevant documentation to receive appropriate invoice adjustments.
